LEGAL NOTICE
Sealed bids for the Purchase of Bituminous Materials for use by the Trumbull County Engineer will be received by the Board of County Commissioners of Trumbull County, Ohio, at the office of the Board in the County Administration Building, 160 High Street, N.W., Warren, Ohio, 44481, until 11:00 a.m. Warren, Ohio time, on the 20th day of February, 2020, and shall be opened and read on the same day thereafter. Facsimile or electronic transmissions are not permitted.
Copies of the Specifications are on file in the office of the Trumbull County Engineer, 650 North River Road, N.W., Warren, Ohio, where they may be obtained or examined. There is established a fee of ten dollars ($10.00) for said bid package which in non-refundable.
Bids must be made on the Bid Blank prescribed by the County and shall be filed in a sealed envelope at the time and place hereinbefore designated. Each bid shall contain the full name and address of each person or company submitting same and shall be accompanied by a Bond or Certified Check on a solvent bank in the amount of five hundred dollars ($500.00) as a guarantee that if the bid is accepted, a contract will be entered into. The Bond or Check of all unsuccessful bidders shall be returned to them by the contracting authority immediately upon awarding the contract or rejection of all bids.
In the event that the Contractor refuses to enter into a contract, the Contractor will be held liable for damages and expenses as provided by law, as per the Ohio Revised Code Section 153.54.
The Contractor shall comply with House Bill 66 which requires in R.C. 9.234 (B), annual audits or financial reviews. It is the Contractors responsibility to provide all necessary financial review forms or audit report for each year in which it meets the thresholds described in R.C. 9.234 (Financial Review Forms (Sections 9.234, 9.238 R.C.)
The attention of the bidder is directed to the requirement that each proposal must be accompanied by a Non-Collusion Affidavit duly signed by the bidder, and a Personal Property Delinquent Tax Affidavit duly signed by the bidder-required by Section 5719.042 of the Ohio Revised Code-thereof. No payment shall be made on any Contract for which no such affidavit has been submitted.
Attention is also directed to all bidders that Trumbull County adopted a "New" Drug and Alcohol Free Workplace Policy on September 7, 2016, and the terms of this Policy also apply to any contractors directly reimbursed for services through the County; a copy of the Policy to part of the proposal, and that each proposal be accompanied by a "Sign-Off Sheet" duly signed by the bidder thereof.
Attention is also directed to all bidders that pursuant to Ohio Revised Code Sections 307.86 and 307.87, effective 09/26/03, this notice of bid will be published one time only, with the condition that this notice has been posted on the County's internet Site on the worldwide web and found at http://www.demandstar.com/. (This notice may also be found on the Commissioners' website at www.commissioners.co.trumbull.oh.us).
The Board of Trumbull County Commissioners reserves the right to reject any or all bids submitted and to waive any informalities or irregularities in any bid received, and to determine the lowest and best bid in accordance with the methods and criteria in the bidding documents.
No bidder may withdraw his bid for a period of forty-five (45) days after the time of the opening of the bids.
Clearly indicate the item being bid - Bituminous Materials - as well as the name and address of the person or business submitting the proposal, along with the date and time of bid opening on the outside of the sealed envelope containing the proposal. Please note the hours of operation for the Commissioners are Monday through Friday 8:30 a.m. to 4:30 p.m.

Sealed bids for Western Reserve Transit Authority - Bus Stop Signage Replacement will be received by WRTA at the Administration Office, located at 604 Mahoning Avenue, Youngstown, Ohio 44502, until 12:00 P.M. noon, February 12, 2020 and will be read publicly and recorded immediately thereafter. A Pre-Bid Meeting will be held January 30, 2020 at 12:00 P.M. noon at the address listed above.
The project will consist of a base bid and three alternate bids. The base bid will consist of removing and replacing WRTA bus route stop signs throughout the following bus routes:

Each Proposal must be accompanied by a certified or cashiers check, or an irrevocable letter of credit in the amount of five (5%) of the amount bid or a bid bond in the amount of one hundred (100%) of the amount bid, such check or bid bond shall be made payable to Western Reserve Transit Authority and to be held as a guarantee that in the event the bid is accepted and a contract awarded to the bidder, the Contract will be duly executed and its performance properly secured.
The successful bidder will be required to furnish a bond for the faithful performance of the contract in the sum of not less than one hundred percent (100%) of the total price bid for the complete work, said bond to be that of an approved surety company authorized to transact business in the State of Ohio and shall be underwritten by a surety that is listed on the most current Department of the Treasury Circular 570, "Surety Companies Acceptable on Federal Bonds".
All bids shall be submitted on special blank forms furnished by the Engineer, and shall be accompanied by a Bid Guaranty and Contract Bond conforming to Section 153.571 of the Ohio Revised Code.
This contract is subject to the requirements of Title 49, CFR Part 26, participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs. WRTA's overall goal for DBE participation is 1.74%. A separate contract goal for DBE participation has not been established for this procurement. Although this project has a 0% DBE goal, WRTA strongly encourages participation by DBEs.
WRTA reserves the right to accept or reject any or all bids in whole or in part, to waive any informalities or irregularities in the bids received, and to accept any bids which it deems favorable.
No bids may be withdrawn, after the schedule closing time for the receipt of bids, for at least sixty (60) days.
