REQUEST FOR STATEMENT OF QUALIFICATIONS
PROFESSIONAL/MAINTENANCE SERVICES RELATED
TO THE INSTRUMENTATION SYSTEM(S) OPERATIONAL AT
THE MAHONING COUNTY SANITARY ENGINEERING DEPARTMENT WASTEWATER TREATMENT PLANT(S), PUMPING STATIONS,
WATER FACILITIES AND OTHER RELATED EQUIPMENT.
The Board of Mahoning County Commissioners intends to contract for instrumentation services associated with operations of facilities, systems and ancillary equipment located in the Metropolitan Sewer District. The services shall include but not be limited to analyzing efficiencies, make recommendations to upgrade, replace, repair and rehabilitate the instrumentation located at treatment facilities, pumping stations, elevated water storage tank and other department locations.
Companies and/or firms specializing in these services and interested in being considered for a contract to provide the required services should reply with a Statement of Qualifications no later than 4:00 PM on Wednesday, February 19, 2020. Statements received after this date shall not be considered. Statement of Qualifications shall be submitted to: The Mahoning County Sanitary Engineering Department, 761 Industrial Road, Youngstown, Ohio 44509, Attention: Instrumentation Services.
Five (5) sets of qualifications shall be submitted. Statement of Qualifications should include but not be limited to information on the firm's history, education and experience of owners, principals and key technical personnel, the technical expertise of the firm's current staff, the firm's experience in Instrumentation Services, availability of staff, firm's equipment and facilities, references and any previous work performed for the Board of Mahoning County Commissioners.
As required by Ohio Revised Code Section(s) 153.65-71, responding firms will be evaluated and ranked in order of qualifications and experience by the Mahoning County Sanitary Engineering Department management. Following this evaluation and recommendation by the management of the Mahoning County Sanitary Engineering Department, the Board of Mahoning County Commissioners or designated representative(s) will enter into a contract negotiation with the firm based on rankings.
The following specifications detail the professional/maintenance services for the instrumentation systems at the wastewater treatment plant(s), pumping stations, water facilities and other related equipment/systems of the Mahoning County Sanitary Engineering Department:

PROFESSIONAL/MAINTENANCE SERVICES OF THE
INSTRUMENTATION
SYSTEMS AT THE WASTEWATER TREATMENT
FACILITIES, MAHONING COUNTY
I - SERVICES
A. Inspections/Analysis
Provide a scheduled maintenance contract which includes unlimited service calibration and preventative maintenance services at the covered locations to be performed, but not less than a total of three (3) days per week during normal business hours. One (1) day shall be defined as eight (8) hours satisfying the three (3) days of service is a total of twenty four (24) hours in a week. An optional fourth day may be provided at the rates specified in the contract. Provided in that service will include but not be limited to calibrating, cleaning, aligning, adjusting, lubricating, and tuning the equipment as necessary. Calibration and preventative maintenance service of each piece of equipment listed will be at least quarterly. Provide the tools, and equipment necessary to properly service and calibrate the equipment listed.
B. Parts/Equipment/Cost
Maintenance contract will repair or replace inoperable equipment. Any and all parts or complete components of equipment will be replaced with new or reconditioned parts, equipment and/or components. The replacement of any and all parts and equipment shall require prior approval of the Sanitary Engineering Department. Cost of parts shall be provided to the Sanitary Engineering Department by the contractor. The Sanitary Engineering Department shall determine to purchase the parts from the contractor or directly from a vendor other than contractor. The contractor shall install parts purchased separately by the Sanitary Engineering Department. Parts purchased through the contractor will be at the approved price by the Sanitary Engineering Department to include transportation cost when applicable.
C. Air Piping
Provide a maintenance contract, which will maintain all air piping of pneumatic control systems as it affects the operation of control equipment.
D. Troubleshooting
Provide a professional/maintenance/analysis contract that will include troubleshooting only, in all areas of instrumentation, electrical control wiring in motor control center, variable frequency drives, and miscellaneous control panels at County operated facilities that may occur beyond the contract coverage. This will not include parts coverage except as indicated herein.
E. Emergency Service Response Time
Provide a maintenance contract that will require a Service Representative to respond to emergencies within eight (8) hours of notice by the designated representative of the County. Response will be an on-site visit to the facility/location experiencing the problem. Provide unlimited emergency services during normal business hours.
F. Maintenance Records
Provide a service report on each service call (including emergency calls) and Inspections to include a written record of service performed, hours on site and parts furnished.
G. On-the-job Training
Provide training at an on-the-job training level to County employees, as requested.
H. Service Representative Qualification
Service Representative must have a minimum of five (5) years of experience in the service and application of water and waste-water treatment instrumentation equipment, with chlorine equipment included. The Service Representative must be capable of designing and installing new electrical and instrumentation system as required. Provide the same Service Representative for all inspections except by permission of the Sanitary Engineer or due to illness and vacation. Submit prior experience resume of the primary and two (2) back up Service Representatives, who will be assigned to service our equipment. All Service Representatives must be employees of the successful bidding company.
I. Service Organization & Staffing
The successful bidder must employ a staff of at least three (3) qualified Service Representatives within a 100 mile radius of Mahoning County to respond to service requests in a timely manner.
J. Payment
Payment for services shall be monthly after receiving invoice(s) with signed work orders satisfying requirements of services A, B, E, and F and verified by the designated County representative(s) at the various locations covered by the contract.
K. Contract Term
Contract shall be for a minimum of two (2) years with an option for a third year solely at the discretion of Mahoning County with notice of extending or terminating the contract sixty (60) days before the end of the second year. No action by the County will automatically renew for a third year.
L. Terminate
Mahoning County reserves the right to terminate contract for nonperformance of any and all provisions of this contract with thirty (30) day notice to the contractor.
II - NEW EQUIPMENT/OTHER SERVICES
Any equipment added to the covered facilities shall be maintained as provided for in I - SERVICES of this contract.
Services for the installation of new equipment to include but not limited to; calibration and interfacing with existing and new equipment and/or as directed by the County shall be the same to services specified in I - SERVICES.
Compensation for these services shall be the rate(s) specified in the agreement as listed in II - New Equipment/Other Services. Services shall be provided to complete the intended purpose of the new equipment.
New Parts associated with any new equipment shall be compensated as specified in I - SERVICES, B. Parts/Equipment/Cost.
Any costs for services and or parts, equipment not specifically addressed but necessary for the completion of the services or installation and capable of being provided by the vendor will be compensated at the rate specified in II - New Equipment/Other Services.
