Sealed proposals will be received by the Board of Mahoning County Commissioners until 2:00 P.M., Wednesday, August 19th 2020, at the Mahoning County Purchasing Department, 1st Floor, 21 West Boardman Street, Youngstown, Ohio 44503, where bids will be publicly opened for furnishing all labor, materials, and equipment necessary for and incidental for the construction of:
1) THE MAHONING COUNTY JUSTICE CENTER ROOF REPLACEMENT

4) THE MAHONING COUNTY JUVENILE JUSTICE CENTER - MEP CONSTRUCTION
In compliance with the Governor's orders related to the COVID-19 pandemic and in an effort to practice reasonable safety precautions, public attendance for the bid opening will require mandatory mask wearing, social distancing, and will be limited to one representative per bidder.

Domestic Steel Use Requirements
as specified in Section 153.001 of the Ohio Revised Code apply to this project. Copies of Section 153.001 of the Ohio Revised Code can be obtained from any of the offices of the Ohio Department of Administrative Services. All steel products must meet the requirements of ODOT CMS 106.09.
The General contract should enter into a Project Labor Agreement with the Local Trade Unions.
A copy of the plans and specifications may be obtained in the Mahoning County Purchasing Department, Mahoning County Administration Building, 1st Floor, 21 West Boardman Street, Youngstown, Ohio 44503 for a fee of FIFTY DOLLARS ($50.00) EACH, which is non-refundable. Checks are to be made payable to the Treasurer of Mahoning County. Digital copies of the Bid Documents, including Drawings and Specifications, may be purchased, from the Printer, ROLLER REPROGRAPHIC SERVICES, by visiting their website www.rollerplanroom.com, or by calling (330) 549-0377. Digital copies of the Bid Documents will only be accessible to plan holders who have received an initial hard copy of the Bid Documents from the Mahoning County Purchasing Department. Bidders are responsible for all costs associated with the procurement of digital Bid Documents.
FAILURE TO OBTAIN BID DOCUMENTS FROM THE MAHONING COUNTY PURCHASING DEPARTMENT MAY RESULT IN BID REJECTION/S DUE TO NON-COMPLIANCE WITH FEE REQUIREMENTS AND ADDENDUM NOTIFICATION/S.
For all bids in excess of $50,000.00, a certified check representing TEN percent (10%) of the proposal, drawn on a solvent bank, and payable to the Mahoning County Treasurer, or a bid bond in the sum of TEN percent (10%) of the proposal in lieu thereof must accompany each and every proposal as a guarantee that if the bid is accepted, a contract will be entered into with the Board of County Commissioners, in the manner provided by law.
A performance bond in the amount of 100% of the contract will be required at the time the bidders enters into the contract.
Bids of Corporations not chartered in Ohio MUST be accompanied by proper certifications that such Corporation is authorized to do business in Ohio.
Attention of the Bidder is directed to the requirements that each proposal must be accompanied by a non-collusion affidavit, properly executed by the Bidder. Further, the successful Bidder will be required to execute an affidavit required by Sec. 5719.042 of the Ohio Revised Code. No payment shall be made on any Contract for which no such affidavit has been submitted.
Each Contractor and all sub-contractors for this project must be enrolled in the Ohio Bureau of Workers' Compensation Drug Free Workplace Program or in a similar program approved by the Ohio Bureau of Workers' of Compensation. Any contractor that does not meet this requirement will have their bid deemed non-responsive and cannot be awarded the contract.
If, in the opinion of the Owner or his/her delegated representative, the acceptance of the lowest bid is not in the best interest of the Owner, the Owner may accept another proposal so opened or reject all proposals and advertise for other bids.
The Board of Mahoning County Commissioners reserves the right to reject any or all bids and to waive informalities. In addition, the Board of Mahoning County Commissioners reserves the right to participate in state contracts which the Department of Administrative Services, Office of State Purchasing has entered into for the purchase of supplies, services, equipment and certain materials pursuant to Ohio Revised Code Section 125.04. No bids may be withdrawn for at least sixty (60) days after the opening thereof.
Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, sex or national origin.
The Architect's Probable Construction Cost is:
Mahoning County Justice Center Roof Replacement $1,700,000.00.
Mahoning County Juvenile Justice Center Roof Replacement $850,000.00.
Mahoning County Justice Center and
Juvenile Justice Center Roof Replacement $2,550,000.00.
Mahoning County Juvenile Justice Center MEP Construction $200,000.00.
