The salary of a member of the Council shall be three thousand six hundred dollars ($3,600) per year. The Council shall have authority to change the salary by ordinance but only for succeeding Councils and not later than one hundred days prior to a primary election for new Councilmen.

The Mayor shall receive a salary of four thousand eight hundred dollars ($4,800) per year. The Council shall have authority to change the salary by ordinance, but no such ordinance shall take effect as to the Mayor then in office. Such an ordinance shall not be passed as an emergency ordinance and shall be passed at least one hundred days before a primary election in order to become effective for the following mayoral term.

CHARTER AMENDMENT
VILLAGE OF NEWTON FALLS
Shall the Newton Falls City Charter, Article III, Section 4, Removal
be amended as follows:
The office of an elective officer of the City shall be declared vacant by resolution of Council upon determination that the elected officer:
A. Does not possess, or has ceased to possess, the qualifications of office; or
B. Has failed to take the required oath or to give any bond required of him within twenty days after notification of his appointment of election, or obligation to give a new or additional bond; or
C. While in office has been convicted of a felony or crime involving moral turpitude; or
D. Is guilty of gross misconduct, gross neglect of duty, misfeasance, malfeasance or nonfeasance in office; or
E. Has been adjudicated legally incompetent; or F. Has violated his oath of office.
Council shall be the judge of the election and qualification of its own members. In addition to the grounds for removal provided above, Council may remove any of its members for persistent failure to abide by the rules of Council, or for absence without justifiable excuse from three consecutive regular meetings.
The decision of Council to remove an elective officer shall be made only upon the affirmative vote of a majority of the members of Council entitled to vote on such question after public hearing upon the charge or charges brought, and provided further, that the accused officer shall have been notified in writing of the charge or charges against him at least fifteen days in advance of such public hearing; and provided further, that he or his counsel shall have been given an opportunity to be heard, present evidence, and examine witnesses appearing in support of such charge or charges. An accused Member of Council shall not vote on the question of his removal, the decision of Council after compliance with this section shall be final. Upon the removal of such officer, the vacancy thereby occurring in such office shall be filled in the manner provided by this Charter, and the officer so removed shall not be eligible for appointment to fill such vacancy.

Once a member of Council is removed from office under this section he cannot run for office for two years from the date of removal.

CHARTER AMENDMENT
VILLAGE OF NEWTON FALLS
Shall the Newton Falls City Charter, Article VII, Section 4, Recall be amended as follows:
Removing the language in Bold
Any member of Council or Mayor may be removed from office before expiration of his term by the qualified voters of the City. Procedure for such recall shall be that provided by the laws of the State.
(Enacted November 8, 1988)
The recall of any member of Council or Mayor shall proceed upon determination that the elected officer:
A. Does not possess, or has ceased to possess, the qualifications of office; or
B. Has failed to take the required oath or to give any bond required of him within twenty days after notification of his appointment of election, or obligation to give a new or additional bond; or
C. While in office has been convicted of a felony or crime involving moral turpitude; or
D. Is guilty of gross misconduct, gross neglect of duty, misfeasance, malfeasance or nonfeasance in office; or
E. Has been adjudicated legally incompetent; or F. Has violated his oath of office.
The electors shall have the power to remove from office by a recall election any elected officer of the City in the manner herein provided. If an elected officer shall have served one (1) year of his term, a petition demanding his removal may be filed with the Clerk of Council, who shall note thereon the name and address of the person filing the petition and the date of such filing, and deliver to such person a receipt therefor and attach a copy thereof to said petition. Such petition may be circulated in separate parts, but the separate parts shall be bound together and filed as one (1) instrument. Each part shall contain the name and office of the person whose removal is sought and a statement in not more than two hundred (200) words of the grounds of the removal. Such petition shall be signed by at least that number of electors which equals fifty-one percent (51%) in number of the electors voting at the last preceding Presidential election, provided however, the petition for recall of a councilman elected from a ward shall be signed by at least that number of electors of the councilman's ward equal to fifty-one percent (51%) in number of the electors of such ward who voted at the last preceding regular
municipal election. Within twenty (20) days after the day on which such petition shall have been filed, the Clerk shall determine whether or not it meets the requirements hereof. If the Clerk shall find the petition insufficient, he shall promptly certify the particulars in which the petition is defective, deliver a copy of his certificate to the person who filed the petition, and make a record of such delivery. Such person shall be allowed a period of ten (10) days after the date on which such delivery was made in which to make the petition sufficient.
If the Clerk of Council shall find the petition sufficient, he shall promptly so certify to Council, shall deliver a copy of such certificate to the officer whose removal is sought, and shall make a record of such delivery.
If such officer shall not resign within seven (7) days after the day on which such delivery shall have been made, the Council shall thereupon fix a day for holding a recall election, not more than ninety (90) days after the date of such delivery and shall cause notice of such recall election to be published on the same day of each week for two (2) consecutive weeks in a newspaper determined by Council to be of general circulation in the City. An election for the recall of a councilman elected from a ward shall be conducted only in that ward; all other recall elections shall be conducted in the City at large. At such recall election, this question shall be placed upon the ballot: "Shall (naming the officer) be allowed to continue as (naming the office)?", with the provisions on the ballot for voting affirmatively or negatively, and in the event a majority of the vote is negative, such officer shall be considered as removed, his office shall be deemed vacant and such vacancy shall be filled as provided in this Charter. The officer removed at such recall election shall not be eligible for appointment to the vacancy created thereby. If the officer is not removed at such recall election, no further recall petitions shall be filed against him for a period of one (1) year following such election.

Notice is hereby given that pursuant to Resolution Nos. 8-2018 and 10-2018 of the Board of Education of Lakeview Local School District, Ohio, adopted on June 11, 2018, and July 16, 2018, respectively, there will be submitted to a vote of the electors of said School District at an election to be held in said School District at the regular places of voting therein, on Tuesday, November 6, 2018, the question of renewing an existing tax levy in the sum of Eight Hundred Ninety Thousand Dollars ($890,000) per year for a period of 10 years for the purpose of providing for the emergency requirements of the School District. If a majority of the voters voting thereon vote in favor thereof, that tax will commence in 2019, and be first due in calendar year 2020.
